Scope of the Report
The global Capital Budgeting and Planning Software market size is predicted to grow from US$ 1,381 million in 2025 to US$ 2,756 million in 2032; it is expected to grow at a CAGR of 10.6% from 2026 to 2032.
Capital Budgeting and Planning Software is a category of enterprise and public-sector software designed to manage investment decisions involving long-lived assets, including production equipment, facilities, infrastructure, real estate, information technology systems, utility networks and other capital programs.
Capital expenditure planning and budgeting software occupies an important intersection between enterprise performance management, project portfolio management, asset management and capital project controls. Its primary purpose is not merely to produce a fixed-asset purchasing budget, but to convert competing investment requests into a governed, comparable and continuously adjustable capital portfolio. Under the narrow market definition adopted in this research, the category includes explicit capital planning modules within enterprise planning platforms, dedicated CapEx request and approval systems, asset investment planning applications, capital program funding and portfolio solutions, and public-sector capital improvement planning software. A general budgeting platform is included in the core market only when it provides identifiable capital-specific data models, investment evaluation, asset or depreciation impacts, project prioritization or multi-year capital allocation. This approach produces a broad global vendor pool of approximately sixty companies, while only about thirty-one vendors meet the stronger criteria for the Core Formal List. The difference reflects the large number of configurable FP&A, ERP and PPM applications that can support capital budgeting but do not commercialize it as a distinct, repeatable product. The resulting market is therefore broad in terms of potential suppliers but materially narrower in terms of specialized product capability.
The competitive structure consists of three overlapping groups. The first includes enterprise planning and performance-management vendors whose principal advantage is the ability to connect capital expenditures with income statements, balance sheets, cash flow, workforce plans and operating forecasts. These providers benefit from established ERP or EPM installations and can sell capital planning as an additional module within a larger financial transformation program. The second group consists of dedicated CapEx management specialists focused on capital request intake, business cases, approval governance, version control, funding allocation and execution feedback. The third group includes asset investment planning and capital program platforms that are particularly strong in utilities, transportation, infrastructure, public facilities and other asset-intensive sectors. Their differentiation is based on asset risk, service-level outcomes, long-term portfolio optimization, capital funding and project-performance integration. Because the products address different stages and asset classes, no single supplier dominates the global market.
Demand is strongest among organizations that manage large asset bases, long investment cycles or constrained public funding. Utilities, energy companies, transportation agencies, manufacturers, municipalities, hospitals, universities and large facility owners face aging assets, deferred investment, regulatory requirements, decarbonization programs, supply-chain restructuring and higher financing costs. These conditions increase the need to rank projects according to financial value, operational risk, asset condition, strategic alignment and service outcomes. Spreadsheets remain the largest substitute, especially among smaller organizations, but become difficult to govern when hundreds of requests, multiple funding sources, cross-functional approvals and frequent scenario changes are involved. Public infrastructure renewal, manufacturing automation, grid modernization, data-center construction, energy-transition investment and healthcare or campus facility renewal are expected to be major sources of growth through 2032. In China, the relevant functionality is more commonly embedded within comprehensive budgeting, enterprise resource planning and state-owned enterprise investment-management systems than sold as a standalone CapEx planning product. This creates a substantial addressable demand base but a smaller visible pool of dedicated domestic software providers.
