Chlorinated Polyethylene (CPE) is a chlorinated polymer material produced mainly through the controlled chlorination of high-density polyethylene (HDPE). Commercial CPE is generally supplied as a white powder or elastomeric polymer and provides weather resistance, ozone resistance, chemical resistance, low-temperature flexibility, impact resistance, flame retardancy, and compatibility with PVC and selected rubber systems.
The market covered in this report mainly includes resin-type chlorinated polyethylene used for plastic and polymer modification, as well as elastomer-type chlorinated polyethylene, commonly designated as CM, used in rubber processing. Chlorinated polyvinyl chloride (CPVC), chlorosulfonated polyethylene (CSM), highly chlorinated polyethylene (HCPE), chlorinated paraffin, downstream CPE compounds, and finished CPE-based products are excluded from the market scope.

The upstream industry chain includes HDPE resin, chlorine, process water, dispersing agents, initiators, neutralizing agents, stabilizers, anti-caking agents, energy supply, and packaging materials. The midstream includes polyethylene pretreatment, aqueous suspension preparation, controlled chlorination, deacidification, neutralization, washing, dehydration, drying, screening, grade adjustment, quality inspection, and packaging. The downstream includes PVC pipes and fittings, PVC profiles, PVC sheets and boards, wire and cable materials, automotive rubber components, industrial hoses and belts, roofing and waterproof materials, adhesives and sealants, and magnetic rubber products.
Demand for chlorinated polyethylene is primarily supported by its established use as an impact modifier in rigid PVC products and its growing use as a specialty elastomer in wire and cable, automotive, industrial hose, and rubber applications.
In PVC systems, CPE improves impact resistance, low-temperature toughness, weatherability, flexibility, and processing performance. In elastomer applications, CM grades provide a balanced combination of heat resistance, oil resistance, ozone resistance, weather resistance, chemical resistance, and flame retardancy.
Future product development is expected to focus on improved chlorination uniformity, lower volatile content, better thermal stability, higher modification efficiency, improved powder flowability, faster extrusion performance, and specialized elastomer grades.
