Scope of the Report
The global Carbon Insurance market size is predicted to grow from US$ 159 million in 2025 to US$ 516 million in 2032; it is expected to grow at a CAGR of 18.5% from 2026 to 2032.
Carbon insurance refers to insurance products developed to reduce default risks during the development or trading of carbon assets. It can be defined as a financial product directly related to carbon credits and carbon quota trading. As a risk management tool in enterprises' low-carbon transformation path, carbon insurance can effectively reduce carbon market risks and promote the development of carbon finance. Currently, it mainly includes carbon delivery insurance, carbon credit price insurance, and carbon asset financing guarantees. The global carbon insurance gross margin is projected to be approximately 20.5% in 2025.
The goals of carbon peaking and carbon neutrality have accelerated the transformation of industrial structures towards low energy consumption and low pollution. The insurance industry can leverage its risk management and capital utilization functions to develop carbon trading-related insurance products, supporting the transformation and upgrading of high-energy-consuming and high-polluting enterprises and contributing to the development of low-carbon industries. However, the launch of carbon insurance products still faces some challenges. Although my country's carbon market has steadily transitioned from seven pilot carbon markets to a nationwide carbon market, the overall quota volume and trading activity still need improvement, and the legal system, measurement system, and market construction of the carbon market need further strengthening. Currently, the total quota volume of the national carbon market is approximately 4.5 billion tons, and the turnover rate of the national carbon emission trading market is estimated to be around 3%. The overall scale and maturity of the carbon trading market need to be improved, and the foundation for insurance institutions to participate in the carbon market needs to be strengthened. Currently, the scale and industry coverage of my country's carbon market need to be expanded, its operating period is relatively short, and relevant data needs to be enriched, posing certain challenges for insurance institutions in product design. For example, my country's corporate carbon credit data is currently insufficient, and some costs in carbon credit value are ambiguous, making carbon value assessment difficult. This poses a pricing challenge for carbon insurance products based on actuarial calculations. Enriching basic data can fully support research and facilitate the design, development, and innovation of carbon insurance products. Currently, the guarantee mechanism and incentive policies for carbon finance need improvement, the financial attributes of carbon assets need strengthening, external incentives need to be increased, and the willingness of enterprises and financial institutions to participate needs to be enhanced. Increased willingness of enterprises to purchase insurance can encourage insurance institutions to increase their enthusiasm for new product innovation and development, further enriching the types of carbon insurance products.
