Construction pozzolan is a class of fine powder materials primarily composed of siliceous or aluminosilicate components. It typically lacks or possesses only weak cementing properties. However, in a finely dispersed state and in the presence of water, it can chemically react with calcium hydroxide produced during cement hydration at room temperature to generate hydrated calcium silicate, hydrated calcium aluminate, or related hydration products with cementing properties. Its reactivity is usually evaluated using indicators such as pozzolan activity index, strength activity index, water demand ratio, loss on ignition, fineness, and chemical composition.
This report adopts a broad definition of commercial pozzolan materials, covering products such as Grade F fly ash, Grade C fly ash, natural pozzolan ash, pumice powder, volcanic tuff, natural zeolite, metakaolin, calcined clay, and recycled glass pozzolan ash, which can be used as cement admixtures, concrete mineral admixtures, mortar additives, and low-carbon cementitious materials. This excludes unprocessed fly ash, steel slag, blast furnace slag, and raw volcanic rock ore, as well as non-cementing grade mineral powders used only for abrasives, filters, horticulture, and ceramic fillers.

The global market for pozzolan materials is shifting from traditional cement admixtures to becoming a key component of low-carbon cementitious material systems. The growth logic of this market is no longer solely driven by cement companies reducing costs, but rather by clinker substitution, improved concrete durability, carbon emission constraints, and the resource utilization of industrial solid waste. ASTM C618 includes fly ash and natural or calcined natural pozzolan ash in its standard for pozzolan materials used in concrete, and ASTM C1866 further establishes an independent standard for finely ground glass pozzolan ash, indicating that market classification is expanding from single fly ash to natural pozzolan ash, recycled glass pozzolan ash, calcined clay, and composite pozzolan materials.
From the demand side, cement companies, ready-mixed concrete companies, and precast component manufacturers are the core customers. With the phasing out of coal-fired power leading to a tightening supply of high-quality fly ash, the regional supply stability of traditional F-grade and C-grade fly ash has decreased. Natural volcanic ash, recycled glass volcanic ash, metakaolin, and calcined clay are emerging as alternative growth drivers. The GCCA lists both natural minerals and industrial byproducts as SCMs that can replace clinker, and the IEA also considers reducing the clinker coefficient and using SCMs as important pathways for emission reduction in the cement industry. Therefore, the strategic value of volcanic ash materials is increasing.
Market risks mainly lie in supply quality and standard compatibility. Volcanic ash materials from different sources vary significantly in terms of SiO2, Al2O3, CaO, loss on ignition, glass phase content, fineness, water requirement ratio, and strength-activity index, making them not easily interchangeable by tonnage. Future market competition will shift from "availability of resources" to "possession of stable activity, standard certification, low-carbon certification, batch consistency, and economical transportation radius."
