Overview

Scope of the Report

The global Personal Care and Cosmetic Starches market size is predicted to grow from US$ 667 million in 2025 to US$ 965 million in 2032; it is expected to grow at a CAGR of 5.4% from 2026 to 2032.

Starches for personal care and cosmetics are plant-derived starch ingredients produced from botanical sources such as corn, waxy corn, rice, tapioca, potato, pea, wheat and barley. Following starch separation, purification and drying, these materials are supplied as native starches or modified starches for direct incorporation into cosmetic and personal care formulations.

The product scope covers unmodified native starches as well as starches treated through pregelatinization, heat-moisture processing, cross-linking, hydroxypropylation, phosphate modification, octenylsuccinate modification, carboxymethylation, cationization, quaternization, controlled hydrolysis, enzymatic treatment, surface treatment or particle-structure engineering.

According to our research, starches for personal care and cosmetics constitute a specialized ingredient market created by extending established starch separation and modification technologies into higher-purity, lower-volume and formulation-specific applications. The underlying materials remain starches derived from corn, rice, tapioca, potato, pea and other botanical sources, but the commercial value of the market increasingly depends on grades specifically engineered for cosmetic performance. Native starches are primarily used for oil absorption, powder bulking, mattifying and sensory improvement. Pregelatinized, cross-linked, hydroxypropylated, phosphate-modified, octenylsuccinate, carboxymethylated and cationic starches address more demanding requirements such as cold-process thickening, emulsion stabilization, hydrophobic oil absorption, powder binding, hair conditioning and stability under heat, shear, pH or electrolyte stress. The market should therefore not be assessed solely by botanical source. A meaningful product analysis must also identify the modification route, INCI identity, primary functional positioning and targeted formulation applications.

The global supply structure consists of three broad groups. The first includes integrated starch manufacturers with direct access to corn, rice, tapioca, potato or pea feedstocks, large-scale separation and modification assets, international quality systems and the ability to supply customers across multiple regions. The second group comprises specialized cosmetic and personal care ingredient companies. These suppliers may have smaller starch volumes, but they generally provide more detailed INCI documentation, use-level guidance, formulation support, sensory data and application-specific technical evidence. Their competitive positions are often concentrated in hydrophobic starches, conditioning starches, sensory powders, cold-process thickeners or other higher-value modified products. The third group includes regional starch manufacturers supported by local agricultural resources in Asia, Eastern Europe and other producing regions. These companies often compete in native starches and standardized modified grades, with advantages in raw-material availability and production cost but differing levels of cosmetic-specific documentation and technical service. The existence of broad starch manufacturing capacity should not automatically qualify a company as a core supplier to the personal care market. Evidence of actual cosmetic or personal care use, appropriate product quality, an identifiable starch SKU and direct manufacturing or product ownership remains necessary.

Product innovation is occurring within the starch category rather than through a broad expansion into every material described as a starch-based polymer. Lipophilic and octenylsuccinate starches are designed to absorb sebum and oils, reduce greasiness and tackiness, and provide a soft, matte sensory profile. Cross-linked grades improve heat tolerance and processing stability in aqueous formulations. Hydroxypropyl starches and hydroxypropyl starch phosphates support thickening, texture development and emulsion stabilization, while cationic starches provide conditioning, antistatic and deposition benefits in hair care. Hydrolyzed Corn Starch represents another valid product route because the commercial ingredient retains a specific starch INCI even when it is positioned for film formation, hair styling, soft-focus effects or sebum resistance. Recent product development also confirms that pea starch has progressed from a minor botanical source to a distinct commercial platform. Native and pregelatinized pea starches are being offered for texturing and plant-based beauty applications, while pea-derived Hydroxypropyl Starch is used as a film former in skin, makeup and hair formulations.
